In this group, the pronotum is triangular when viewed laterally, and also extends back to the tegula. Trochanters are two-segmented, and the abdomen is rounded laterally. There is also a suggestion in this image of a linear pterostigma in the wing. The host association is also present, since these wasps are known to attack nematocerous dipterans such as gall midges.

The head projections and antennae look distinctive and I thought moving it to ID Request might help garner some attention or comment.

I believe this ...
... is either a platygastrid, or a member of the Ceraphronoidea, but I can't tell which. Leaving undetermined images in ID request typically results in them getting bumped further and further back in the queue as new requests are added. Since playtgastrids and ceraphronoids are in different superfamilies, they "lowest" taxonomic level that I can be sure about for this beast is the "Parasitica", and in my opinion, placing thus image under that category provides the best chance of someone recognizing it.
