Not much to go on. I'm thinking a Horse fly (family Tabanidae). Guessing male because its on a flower instead of trying to find blood.

Not Tabaninae. The reddish pilosity of the body, bright green eyes, long proboscis, and cell R5 narrowed distally point to Esenbeckia, probably E. incisuralis.
