check out Eupithecia annulata
I did not think subfuscata matched up well with your moth. It is such a good photo that I decided to look into it a bit. I went to the plate series for Eupithecia on Moth Photographers Group (MPG) and ran thru those a couple of times before I came across annulata. As with most Eupithecia, it can be somewhat variable in appearance, but there are several images on the BugGuide and MPG species page that appear close to yours. I am finding those plate series at Moth Photographers Group to very helpful!

 
E. annulata vs subfuscata
They are so hard to tell apart visually. I think you're right about E. annulata based on the seasonality and geographical data.

This specimen was captured on April 7th. E. annulata is early season, with no reported sightings after May, whilst E. subfuscata has no reported sightings prior to June, nor has it been reported in MN or any of the surrounding states.

Something to consider. I appreciate your efforts in pursuing this.

Interestingly, I had reported this to BAMONA as E. annulata. I must have changed my mind at some point.
