Does anyone recognize what made these galls on a Black Oak leaf. They covered the entire leaf. Any help would be much appreciated. Thanks!

A long-standing mystery. Someone needs to collect and rear these--I have tried without success. I think they key will be to collect them as late in the season as possible.
