Homoptera: Adelgidae
I will vote with Crystal, it looks like an adelgid to me. Particularly noticeable in the antennae, which are short and a bit thick here, while in psyllids they are much longer, usually at least as long as the head and typically much longer. The body looks sort of slug-like, while in psyllids they are slimmer and strongly tapered.

Hey, it looks a bit like a Hemlock wooly adelgid (Adelges Tsugae) sexuparae. What plant did you find it on?

It was on a blade of grass in a marshy wooded area.

I vote for a psyllid, family Psyllidae, but it sure is and oddball:-)

Hello Tom,
Well, if you ask me this is a kind of Aphid, by the looks of it's wings.
If not, it certainly is in the Subfamily Homoptera!
