Question: Are the gall flies whose larvae chew out of the galls and pupate on/in substrate a different species than the gall flies who pupate within the galls/stems?

April 7, 2020: found pink marking tape around 2 stems that had been knocked to the ground over winter. Looking closer they had multiple galls. No idea what the woody plant was, nor did I know it late fall when the stems were marked. However I've passed a stem and cuttings on to a friend who will try to ID the plant.

April 12, 2020: good thing I didn't wait any longer to photograph the various galls, some round, some more elongage, as there was a larva chewing its way out of the gall.
I put some light soil as substrate
April 17, 2020: the larva pupated on top of substrate
