Little black scarabs in oak leaf litter

Little black scarabs in oak leaf litter
Lena Park, Starke County, Indiana, USA
April 19, 2020
Size: about 5mm
Found flying about over sunny patches of leaf litter on a low sand ridge covered by oaks, mostly Q. velutina. When in flight they could pass for flies. To me they look similar to Onthophagus, or something near to that anyway. They typically flew about a foot or so above the leaves, and the alighted without traveling far. The photos probably depict two individuals. Photos were taken midday, temperature was about 60F.
