On dandelion.
There are very few cuckoo bees from WV. Can it be IDed beyond Nomadinae?

Nomada male
ruficornis species group (not species)
resembles N. bella (note black thorax and extensive yellow of terga)

Genus Nomada
Can be certified quite confidently. The bad news is that this is a HUGE genus with very many similar species. Gender dimorphism often complicates further the matter.
