Possibly Crocothemis servilia, scarlet skimmer, though the pterostigma doesn't look right.

 
What doesn't look right about it?
It looks very similar to this picture
Am I missing something?

 
Pterostigma color
In scarlet skimmers the pterostigma are pale, whereas in yours they're dark. Though it looks like there may be a few photos showing dark ones as well, so that may not be as reliable a character as I'd thought.

 
The lighting wasn't great
It looks darker than it is, but it is indeed not pale.
