Looks like a Hemileuca sp.
There are photos of two species on BugGuide:
Hemileuca peigleri
Hemileuca grotei
Larvae of both species feed on oak. Larvae would go into leaf litter or underground to pupate.

 
Red head
I'm going with h. peigleri, as the head has a definite red tinge to it (hard to see in photo), unlike h. grotei which appears black. Thank you for your applied knowledge.
