Dragonfly was resting on a branch. Because of the wing "bars" I thought might be a corporal but preliminary ID of a Baskettail makes sense. Possibly a teneral individual because of the eye color and very white bars on the wings.

Female Epitheca cynosura?
Almost certainly E. cynosura based on thick abdomen and short cerci. Missing a good look at cerci to be sure.
