Note
I have always wondered if the other image (and maybe this one) could actually be some type of (male?) Snakefly (Raphidiodea) or even something else.

 
Identification
This other specimen was Identified by John D. Oswald as:
"Neuroptera: Chrysopidae: Nothochrysinae" "Nothochrysa californica"

This specimen should be moved to Nothochrysinae at the least.

Thanks! I'm going to wait to see if anyone else chimes in, though, before moving. I've never seen one of these in Seattle before so I just want to be somewhat sure...
