... Eulophidae, but I don't believe it is in the Eulophinae, I think it is more likely to be a member of the Entedoninae. Parasitoids rarely are this thorough - typically they do not parasitize 100% of the hosts in an area.

AFTER MORE RESEARCH: I think this is the introduced species Ophelimus maskelli, which is NOT a parasitoid, but in fact is a gall maker (hence the 100% emergence of wasps from the galls). (Member of the subfamily Opheliminae, family Eulophidae).

Parasitoids

So these were parasitizing whatever was in the galls? All that has come out of the galls so far has been the wasps and there are probably hundreds of galls on the leaf. Is that usual for the parasites to be that thorough?
