Found in the soil while planting and watering a rose. Is this a Cicada? If not, what is it? Adult? Larva? Does it live in the soil or is it ready to emerge? Thank you. With the mud on it should I frass?

This a mature nymph of a cicada (larva is a term used for baby insects that look nothing like the adults, such as a fly maggot or a beetle grub).
After mating a female cicada will implant here eggs into the ends of young tree branches. This kills the end portion of the branch causing the twig to die and be shed by the tree. The eggs hatch from the fallen branch and burrow into the ground. there they live by feeding on the fluids within plant roots (namely trees). They can live like this for several years, until they are old enough to burrow out of the ground climb up an elevated structure (such as a tree trunk of the side of a house) and molt, transforming into the winged adult.
I don't think this is frass-worthy material. I've never seen a cicada nymph that didn't have some dirt of mud on it.
