Seen on a shady side of a wall in the morning. Didn't move.

I believe...
this is probably the female subimago of Cloeon dipterum. Notice the tail and body markings and the lack of any (visible) hindwings. You can see the conversation about this species here and here. Although photos of the female subimago have not been as easy to find as those of the female imago (all European sources), you can compare to the top image here.

This would appear to be a female subimago of family Baetidae, perhaps Baetis flavistriga.
