Found on an apple leaf. In this image, the AP cell is not joined to the median vein, and the hindwing veins Rs, M and Cu appear to be fused at the base. With a magnifying scope, I was able to confirm a hairy head and thorax, 3-segmented tarsi, and the ventral surface of the forewing is, indeed, hairy, suggesting this family.

I stand corrected ...
From Mockford: "This looks like a philotarsid to me because of the shape of cell R5 of the forewing. I would really like to see the specimen, as it doesn't seem to fit with anything I know from the Pacific Coast."
