ligated furrow bee male? - Halictus

ligated furrow bee male? - Halictus
Lake Meyer Park, Winneshiek County, Iowa, USA
July 9, 2019
Size: ~9 mm
My best guess on this fuzzy little bee is a male Halictus ligatus, since he seems to have a large head. I am also assuming this is a male though I'm not sure about that either since I haven't seen a bee quite like this one before.
