Examining Townes' 1945 review of Chironomini, this appears to be subgenus Chironomus (Limnochironomus), at least two species of which have the tips of the genitalia crossing each other. The colors and markings are consistent, and I can rule everything else in his review out based on color, size, presence of the small tubercles above the antennae, or genital shape. Limnochironomus was moved to Dicrotendipes since Townes' review.
