Size: ~25 mm
I suspect this may be a sawfly larva. Had a lot of prolegs on it in comparison to a caterpillar. Was found on an oak species.

Blennocampinae, Periclista sp. A larva with such spines and feeding on oak must be a species of Periclista.

of larvae with forked spines in the guide here under Periclista, but we don't know if other genera have that feature.
