Posted same observation on iNaturalist.org and recent suggestion there was Subtribe Pemphredonina.

Pulled from the small swimming pool in the back yard, not sure how or when it got stuck in the water but was easily retrieved with my hand. Held it up to the sunlight so it could dry itself and flew off in a few quick minutes. I got a few pictures and it gave no fuss, my camera is quite limited in magnification so these were all taken in camera's macro mode and cropped down.

Not very large, maybe 5 mm in length.
