Size: forewing 2.8mm
This one appears to key out to Blacinae (now Blacini) and then to Blacus using Sharkey's keys (1). Going out on an even skinnier twig, using van Achterberg's 1988 revision of this subfamily (2), it appears to key out to his subgenus Ganychorus and then to B. ruficornis. FWIW, van Achterberg's paper states that this species is found across the US, including Maryland.
I found the van Achterberg paper hard to use for a number of reasons so the subgenus and species IDs could be completely wrong (as could be the rest of the ID for that matter).
