I now think this is Procladius. The fork in Cu appears to be well after the M-Cu crossvein, color is right, and the hairs on its back are right for the genus.

I don't know if I can go beyond subfamily. I can't make out the exact point of attachment of M-Cu relative to the fork in Cu. The key may also call for tibial spur detail. I think I can rule out the tribe with the funny tarsus based on wing veins.
