This fly was ovipositing into Eutrochium purpureum (this is a correction) flower bud. I have video of the entire activity including her cleaning off her ovipositor. I think this is Eutreta noveboracensis, but the guide lists Solidago as host plants, although this is in Asteraceae.

Eutreta caliptera or frontalis
You're right, Eutreta novaboracensis doesn't oviposit on Asteraceae, but caliptera and frontalis do, and they have very similar wing patterns to novaeboracensis. This specimen is confusing though, as the color of the thorax is more reddish brown like novaboracensis, whereas caliptera is grayish, and frontalis would have some joining of spots in the wing.
