Size: 3/8" long
online image searches suggest that this might be a regal jumping spider but would like confirmation. The top of it's abdomen was red with a white band closer to the head.

A small red Phidippus hopping along the leaf litter would almost certainly be P. whitmani.

but doesn't look like regius to me. Might be whitmani. (?)

I think you are correct in your id. A Phidippus whitmani photo search provided images that match a couple I took which were to blurry to post. Thanks for interest in assisting and a proper id.
