Take a look at Frilly Grass-tubeworm Moth. The distinguishing characteristics are the whitish forewing shaded with blackish spots in the median and subterminal areas and the large tufts of white hairlike scales on the central legs. These characteristics are from the Peterson Field Guide to Moths.
