It kept hovering at a fixed l
It kept hovering at a fixed location and returning there and that is how i got the photo. I had not seen this behavior in Deer Flies before and thought it must be some kind of "Hover fly"

 
Horse fly
Males of some horse flies patrol territory and can be caught on camera hovering. In my experience they belong to genus Hybomitra. One wanted to maintain a fixed position relative to a bush. Another was going back and forth along a trail in the woods.
