Sedge sprite?
I lean more towards sedge sprite (vs. sphagnum) because there's less blue on the abdomen and it seems a little more robust. But I'm not positive on that.

Seems like maybe only two species
in the genus Nehalennia in Minnesota. Shouldn't be too hard to figure out which of the two it is.

Thank you for the reply but what is the name of the dragonfly please.

Looks like we see an ovipositor
a knife under the end of the abdomen to slice open vegetation - genus Nehalennia
