Balclutha impicta
Sometimes this species has spotted wings, and sometimes not. The very short head, which is also much narrower than the thorax, is distinctive for this species in eastern North America. In the west there is a look-alike, B. manitou.

All your help on identification makes me pay more attention to these little bugs when I'm in the field. It's nice to know that the Homoptera I photograph will get names, and not lumped together as unidentified.
