Black hopper - Acutalis tartarea? - Acutalis tartarea

Black hopper - Acutalis tartarea? - Acutalis tartarea
Wheaton at Herrick Lake, Dupage County, Illinois, USA
July 2, 2020
Size: 2mm or so
Found in a meadow at dusk. Thought it was maybe a honeylocust treehopper, but this had much more black on the larger wings which I don't recall seeing on the honeylocust hoppers.

EDIT: Further exploration of the guide turned up Acutalis tartarea as a good likeness.
