Aesnidae, as already stated. But looking at the abdominal spines, I see them on 6-9, which narrows down the genera to Aeshna or Rhionaeshna. Aeshna is by far the most common, but I'm not too hip on my Ohioan Aeshnids!

This is a darner (Family Aeshnidae). Past that, you may never get an ID without better pictures of the specimen.
