Since I think this is a bee, I suppose it's actually a fly or hornet !

. If I keyed it out correctly I think it's a Dolichovespula arenaria queen.
Those longitudinally folded wings are characteristic of
Vespidae
.

Thanks for the ID, Hannah. ...and for the link to the key for ID'ing bees, wasps, hornets. This gal definitely did not want my camera too close -- she would start pumping her abdomen and turn her head ever so slightly to look back at me.
