I found this gall on a small tree which I believe is a willow sp. (near a creek). Using Ron Russo's excellent field guide to galls, I think this is probably a gall caused by the Willow Apple Gall Sawfly (Pontania californica)? Possibly a new genus for Bug Guide?

I agree with the plant ID as a willow (Salix).

According to Russo's book there are several species of Pontania in California that make galls on willows, but californica is the only one that makes galls with tubercles. The tubercles are visible in your photo. This may also be the most common species in our area based on some random book/internet research I just did ...
