Phyllomyza sp.
The group hasn't been revised since Malloch (1913), and we have specimens (paratypes) of the more recently described P milnei at hand. I don't think it is any of these species. We have another specimen of the same species in our collection that Sabrosky placed in the series identified as "Phyllomyza spp." The male palpi are massively developed, a bit oblique in the photo so not as long as they really are in lateral view - pretty neat.
