Suspecting non-Scymnus genus
Can we determine which postcoxal form this beetle has, from the 4 shown at the bottom of this diagram sheet? The hind leg is obscuring it here.

Thanks, James
I just added a new image that I think shows the postcoxal lines. I lightened the image quite a bit.

Well, this is apparently a pullus-type
Which means it would be Scymnus after all. The larvae is extremely curious, as even overseas I have seen consistent form of wax over Scymnus species and this is not at all like that.
As for the adult beetle being so brown, how recently was it pinned after release? Could it still be a little teneral? Usually they don't gain their full colours for a couple days at times.

Thanks!
It was pinned less than 36 hours after adult emerged, probably closer to 24 hours. The elytra are a little soft, too.

Ok, so it's possibly brown because of early pinning
The pronotum pattern matches the pullus-type Scymnus, so besides the overall colour it checks out.
Larva is still quite an interesting case though. The larvae in this subfamily are not well documented in general.
