Please see Rambur's Forktail Female (Ischnura ramburii). I recently had a similar damselfly identified.

Damselflies and dragonflies...
seem to have a lot of varity in many of the species. It must have taken years for some of the BugGuide experts to become as knowledgeable as they are.
Plaase don't move this to species level until you get a confirmation from somebody more confident with this ID. John and Jane Balaban confirmed mine.
