I think. Thought about Eurytomidae as well, but those have enlarged hind coxae!

Actually, it is ...
... the Torymidae that have enlarged hind coxae. But I believe your idea about Eurytomidae is correct - the pronotum appears quadrate, and the shape of the metasoma seems eurytomidish.

Not a fly...
This is a chalcid wasp (Chalcidodea).
