Wasp thistle - Parancistrocerus perennis

This wasp, which I initially thought might be a Cerceris was obsessed with this area of a very tall thistle. I could not determine if the dark objects in the leaf strands were the item of interest. Not sure it is a Cerceris after watching it.

Some kind of Eumeninae.

The wings being folded longways is always a good hint that the wasp is in the Family Vespidae.
