There were a lot of these flies landing on the seaweed-covered rocks at low tide. The halteres looked mint green. This one seemed like it might be laying eggs?

According to a web search the standard West Coast intertidal zone crane fly seems to be Limonia marmorata. I can't find a picture of the species and I can't say it's the only such species.

 
Yes, it is
Limonia (Idioglochina) marmorata of the Pacific ocean. It has been recorded in British Columbia, Canada south to California. The only species so far reported with a maritime habitat in the New World. There are three other specie in this group that the larvae have the same habitat are found in the Old World. - Chen
