Bee or Fly? - Copestylum haagii - male

Bee or Fly? - Copestylum haagii - Male
San Diego, US County, California, USA
May 27, 2008
Size: twice the sizeof honeybee
Saw this today and have never seen anything like this in the garden before. Twice the size of a honey bee at least. Did not sem aggressive as I was really close to it. Just sucking on the butterfly bush. Looks like a fly shape with a bee color? Can someone ID this and let me know what its story is? Good for garden? Agressive? Fly? Bee?
