Size: 2.5 mm nose to wing tips
Found by sweeping some tall weeds with a net. Seems to be covered with a fungus.

Wooo an easy one!
See how that dark edge of the wing tapers around the apex of the wing? That is a key characteristic of Mindarus. The little vein underneath the dark edge, plus the one beneath that with one fork in it, are also characteristics of Mindarus.

Also, they produce wax, so this is not fungus.

Might be a woolly aphid (Eriosomatinae) rather than a fungus victim.
