It seems like a Euphydryas, but I can't find any matching images that have so few white markings on the forward-inner parts of the forewings.

I could not convince myself
So I do not expect to convince you, but this fits in some respects. Just need to have some more-better photos to compare against to rule out or accept (?)

Subspecies - Euphydryas chalcedona colon:

Identification: Very similar to ssp. chalcedona, differing primarily more northerly distribution, and in having the postmedian row of white (or orange) spots (the row just outside of the middle row), reduced or even absent on the upper hind wing. This leaves an overall darker appearance to the insect in most individuals.

Range: Cascades of Washington to extreme northern California.
