Efferia albibarbis
This female is different from the male you posted. The female in these two photos is albibarbis-- notice how the mystax is all white, the ovipositor is relatively short and stout (for an Efferia), and the legs have lots of short white hairs. Definitely not in the aestuans group (where apicalis is).

You might consider requesting that John VanDyk make you an editor or other classification that will allow you to see full-size images. That would be very handy for this sort of detail. Ordinary contributors can only see medium-size images of maximum width 560 pixels.
