I looked through the sawflies and square-headed wasps, but couldn't find anything with yellow wing nodes, orange/yellow on the abdomen segments adjacent to the thorax, or with a yellow spot on the top of the thorax. I also looked through the robberflies, which seemed to be a better match for the spikey legs and flat abdomen, but then there's the issue of this guy not having any halteres.
So here I am, still quite baffled after looking at thousands of bug-guide pics!

I'm not convinced it's verticalis.
Tenthredo looks like a good possibility, though. With luck, the experts will let us know.
