Easily the best wasp mimic I have seen!
Looks very much like Sphiximorpha willistoni.

This is indeed a potter wasp mimic syrphid fly, S. willistoni - one of the best wasp mimics ever created... I wish I could find one of these where I live - they are so cool-looking.
