Size: a. 20mm long
color of legs, lack of orange behind eye, black ventral abdomen indicate to me, after checking the ummz web site, Magicicada cassini.

Final molt has failed
This one male of Periodical Cicada (Magicicada sp.) will never fly, since unfolding of his wings has failed. Then he will be unable to join any mating chorus.
