Oops, I withdraw my "fairly certain" ID. I was unaware of a similar species.

It is likely ...
Aaroniella badonneli, but A. maculosa is a possibility. Both occur in Pennsylvania. If you have the specimen a measurement of the forewing length might help. A. badonneli: 2.45 mm, A. maculosa: 2.7 mm.
