Link no longer goes to the information

This ends up at the USDA Forest Service web page, but on this site I can not find the PDF referenced there "fhh-ca2006.pdf" - even on this drilled down to page Forest Health section.

I went to Google Scholar and that could not find " fhh-ca2006.pdf ".
So, don't know where this information can be found.
