According to Nick Fensler, "P. planata is the only species of Psorthaspis ever recorded from California."

Thin antennae = ♀
I'm pretty sure that this is a female Spider Wasp, (adult) since I filmed both genders of this species. Both Chalybion and Chlorion have a very different shape to the pronotum.
