I think this is female
Appears to be marked dichotomy in abdomen size and shape and probably also length of antennal pectinations

This was a very interesting investigation for me since I have not had occasion to question the species I have seen, but I went through all 24+ pages of Cisseps fulvicollis photos and did not find 1 male with spread wings and the females have a different underwing.

So, since they are supposed to rest spread, I believe yours to be Harrisma americana. Not and Expert, so let's see who else chimes in.
