from this site I see this is probably a Southern Bee Killer (Mallophora orcina) but what does it have?

it *could* be eating a worker V. squamosa...but I am sure someone will know more.

No, don't think so.
They prey IS a yellowjacket, but not V. squamosa. No stripes on the thorax

 
I agree with Eric
It's not V. squamosa. From the abdominal spots, it looks most like V. germanica.
